<p>Fierce wildfires raging across Russia are a risk to the top-secret capital of its nuclear research industry, officials admitted last night.</p>
<p>Two soldiers were killed yesterday fighting blazes dangerously close to the highly sensitive town of Sarov, despite claims in recent days the fires were under control.</p>
<p><span id="more-1499"></span></p>
<p>The town, where the atomic complexes are based, is so tightly guarded it remains closed to foreigners, as in Soviet times.</p>
<p>Hundreds of wildfires have been burning across three time zones in Russia. Prime Minister Vladimir Putin yesterday boarded a fire-fighting plane to dump water on blazes close to Moscow, where the smoke has caused thick smog.</p>
<p>At Sarov, 230 miles east of the capital and known during the Cold War as Arzamas-16, soldiers have dug a five-mile canal to protect the nuclear arms site.</p>
<p>The two who died were tackling blazes in forests surrounding the town, which remains ringed<br />
by high fences and military checkpoints.</p>
<p>One, rifle battalion commander Vasily Tezetev, 22, ‘died the death of a hero’, according to the local emergency centre. Officials say some sensitive nuclear equipment has been removed from the site to be stored away from the fires.</p>
<p>An official for Russian nuclear body Rosatom insisted last night the nuclear facilities were ‘working normally’ but admitted there were four sites close to Sarov ‘where the risk of sudden inflammation<br />
is still high’.</p>
<p>Conflicting reports over the threat have raised fears that officials are covering up the extent of the damage.</p>
<p>Built by Nazi prisoners of war, the first Soviet nuclear bomb was created in the town and it remains the headquarters of Russian atomic research.</p>
<p>Fires also threaten Snezhinsk, home to another of Russia’s top nuclear research centres, and the reprocessing plant Ozersk, also in the Urals, where a state of emergency has been declared.</p>
<p>Around 557 blazes are still raging, with forecasters fearing the extremely dry conditions could last another ten days.</p>
<p>Moscow remains covered by a stifling smog, with morgues full from a huge rise in the numbers dying during the heat wave.</p>
<p>The cost already to the Russian economy already amounts to a staggering £10 billion and experts have warned the damage will stall Russia&#8217;s recovery from recession.</p>

<p>The 2010 Russian wildfires are a series of hundreds of wildfires that broke out across Russia, primarily in the west, from late July 2010 to present, due to record temperatures (hottest summer in Russian history) and drought in the region. The President of Russia has declared a state of emergency in seven regions for the fires, while 28 other regions were under a state of emergency due to crop failures caused by the Russian drought.</p>
<p><span id="more-1443"></span></p>
<h3>Overview</h3>
<p>During the year 2010, Russia experienced generally dry and hot weather starting around late May – early June. Temperatures of 35 °C (95 °F) first occurred after 12 June, which alone was an abnormality for the country (average mid-June temperatures seldom rise above 30 °C (86 °F)). In the second half of June, distant Russian regions (such as Sakha Republic), located mostly in Asia, as well as areas of partial taiga, had temperatures of 38–40 °C (100–104 °F) degrees. The warm ridging pattern then slowly moved westward to the Ural Mountains, and by July settled in European Russia.</p>
<p>On 25 June a new temperature record was set in the Asian portion of Russia, at Belogorsk, Amur Oblast, at 42.3 °C (108.1 °F). The previous record in the Asian portion was 41.7 °C (107.1 °F) at Aksha (village) on 21 July 2004. A new record for the highest nationwide temperature in Russia was set on 11 July, at 44 °C (111 °F), in Yashkul, Kalmykia (in the European portion), beating the previous record of 43.8 °C (110.8 °F) set on 6 August 1940, also in Kalmykia.</p>
<p>Average temperatures in the region increased to over 35 °C (95 °F). Citizens of Moscow endured nights of 36 °C (97 °F), a record for nighttime temperatures since the year 1947. The mean high for European Russia recorded on 26 July reached 40 °C (104 °F) during the day, and 34 °C (93 °F) at night. During the month of July, a large portion of European Russia was more than 7 °C (12.6 °F) warmer than normal.</p>

<p>More than a day after a freight train derailed and exploded on the Italian coast, officials raised the death toll to 17, including two small children and an unidentified man who subsequently died of severe burns, news agencies reported.</p>
<p>The 14-car train carrying liquefied petroleum gas derailed in Viareggio around midnight on Monday, engulfing a neighborhood in flames. More than 34 people injured, 12 of them in serious condition.</p>
<p>The train was traveling south through coastal Tuscany when the axle on the first car broke, officials said. The train ran off the tracks and exploded.</p>
<p><span id="more-1306"></span></p>
<p>“We saw a ball of fire rising up to the sky,” one witness, Gianfranco Bini, told The Associated Press. Mr. Bini lives in a building overlooking the station. “We heard three big rumbles, like bombs. It looked like war had broken out.”</p>
<p>The flames ravaged entire streets, and five buildings collapsed, killing some residents as they slept.</p>
<p>“It was an apocalypse,” a survivor said on Italian television, according to Reuters. “All we could smell was gas and things burning, and all we could see was flames.”</p>
<p>Three children were pulled alive from the rubble, the Italian news media reported.</p>
<p>More than 1,000 people were evacuated, and about 100 were left homeless, the mayor of Viareggio, Luca Lunardini, told news agencies.</p>
<p>Accusations of poor infrastructure and questions about why dangerous materials were being shipped through residential areas immediately added to the political pressures on Prime Minister Silvio Berlusconi. He was met with boos and cries of “go home” when he arrived in Viareggio on Tuesday afternoon.</p>
<p>At a news conference, Mr. Berlusconi said that the government would soon call a state of emergency, and that it would also “guarantee the reconstruction of 100 percent of the houses destroyed,” Italy’s ANSA news agency reported.</p>
<p>The accident comes a week before the country is expected to host world leaders for the Group of 8 summit meeting, to be held in another disaster zone, L’Aquila. An earthquake there on April 6 killed nearly 300 people and left 65,000 homeless.</p>
<p>Guido Bertolaso, Italy’s senior civil protection official, called the episode one of the “worst tragedies” to occur in the Italian train system, ANSA reported. In 2005, 17 people died in a collision between a passenger and freight train.</p>
<p>Raffaele Gargiulo, a police spokesman for the nearby city of Lucca, told The A.P. that the bodies of the dead were so badly burned that identifications would be difficult.</p>
<p>The regional spokesman for a railway union told ANSA that Tuesday’s accident was the fifth train-related accident in Tuscany this month. Several other trains either derailed or went off their tracks, though there were no reported fatalities or injuries.</p>
<p>Railway unions called for a one-hour halt in train traffic for Wednesday, Reuters reported, out of respect for the dead and to draw attention to the need for higher safety standards.</p>

<p>The fire appeared to have started at 3 p.m. in a warehouse next door to the one-story concrete building that housed the state-run ABC Daycare and spread to the state-run institution, news reports said.</p>
<p>By then, many children had already been picked up by their parents from the one-story building. But others came after the blaze had been put out, with parents screaming their children&#8217;s names as others fainted.</p>
<p>In a message of condolence, President Felipe Calderon wished a quick recovery for the injured, who were taken to several area hospitals. He also called on the nation&#8217;s attorney general to investigate the fire.</p>
<p>Authorities dispatched 15 specialists in reconstruction and three air ambulances to the area along with respirators and specialized medicines, and a U.S. hospital will help treat some of the victims. Video Watch chaos in aftermath of tragedy »</p>
<p>Admissions will begin Saturday, said Catherine Curran, a spokeswoman for Shriners Hospitals for Children in Sacramento, California.</p>
<p>Shriners Hospitals is a health care system that gives children free treatment for burns, spinal cord injuries, orthopedic conditions, and cleft lip and palate, according to its Web site. It admits children under 18.</p>
<p>The first hospital opened in 1922. The system has burn units in Boston, Massachusetts; Cincinnati Ohio; and Sacramento, California.</p>

			<content:encoded><![CDATA[<p>A powerful 7.1 magnitude earthquake shook Honduras in the early hours of Thursday, killing a teenage boy as it knocked down homes and briefly sparking a tsunami alert for Central America&#8217;s Caribbean coast.</p>
<p>The quake struck off Honduras&#8217; northeast coast near the scuba-diving resort island of Roatan and damaged buildings across the north of the largely impoverished country of some 7 million people.</p>
<p>Emergency services officials said a 15-year-old boy died in the town of La Lima, about 100 miles north of the capital Tegucigalpa, when the ceiling of his house collapsed.</p>
<p><span id="more-1277"></span></p>
<p>Honduras has few high-rise buildings but several places reported collapsed homes and damaged churches.</p>
<p>The earthquake struck at 2:24 a.m. local time (4:24 a.m. EDT) when most people were asleep.</p>
<p>Security guard Pedro Ramirez, 52, was in his truck outside an office building in Tegucigalpa when the tremor hit.</p>
<p>&#8220;I felt the car rock and I started to hear little bits of debris from the building next door hitting the roof,&#8221; he said. &#8220;It was frightening because it was shaking a lot. I&#8217;ve never felt anything like it.&#8221;</p>
<p>The earthquake hit 39 miles northeast of Roatan, the biggest of the country&#8217;s three picturesque Bay Islands where snorkelers and divers come to see dolphins and a big coral reef. It had a shallow depth of 6.2 miles.</p>
<p>A 7.1 magnitude quake can cause serious damage over a wide area. Thursday&#8217;s tremor followed two moderate quakes in nearby Mexico in the past few weeks.</p>
<p>On Roatan, rescue officials said the quake had knocked out power and caused minor damage to buildings. People were outside their houses and being urged to keep away from the shore.</p>
<p>A tsunami watch was issued for Honduras, Guatemala and Belize, the Pacific Tsunami Warning Center said, but it was lifted about an hour later.</p>
<p>In the town of Santa Barbara, in northwest Honduras, a handful of houses collapsed and the ceiling of an old colonial church fell in. The tremor sent people running into the street and the power was cut in some areas, Honduran radio said.</p>
<p>Houses also fell down in the port of Puerto Cortes while fires broke out in the northern business city of San Pedro Sula. A bridge collapsed in the city of El Progreso and televisions crashed to the floor in homes in La Lima, officials said.</p>
<p>The quake was initially reported having a 7.4 magnitude.</p>
<p>Honduras has a limited tourist industry with most visitors attracted to its Bay islands off the world&#8217;s second-largest coral reef that teems with fish, sponges, rays and turtles.</p>

			<content:encoded><![CDATA[<p>Emergency teams on Sunday were assessing damage from deadly storms that devastated parts of Missouri, Kentucky and West Virginia this weekend &#8212; even as the threat of more severe weather continued.</p>
<p>The storm that tore through Madison County, Kentucky, on Friday was a category EF-3 tornado, the National Weather Service said Sunday.</p>
<p>An EF-3 is the third-strongest category of tornado, with winds of 136 to 165 mph, strong enough to destroy large buildings and lift cars off the ground.</p>
<p><span id="more-1263"></span></p>
<p>At least one person was killed by that storm, with several other serious injuries. A waste water treatment plant was destroyed, two fire departments sustained major roof damage and some manufacturing facilities were damaged, local authorities said.</p>
<p>Three people were killed in southern Missouri during high winds, thunderstorms and flash floods. A couple was killed when a tree fell on their car on a highway near Poplar Bluff. A man died of a heart attack near Springfield when winds tossed him and his wife into an open field, officials said.</p>
<p>A weekend of storming in West Virginia destroyed as many as 400 buildings and severely damaged an additional 1,000, said Rob Jelacic of the West Virginia Office of Emergency Services.</p>
<p>&#8220;We are in recovery mode,&#8221; Jelacic said Sunday.</p>
<p>There were no known deaths in West Virginia from the storms.</p>
<p>After the storms came floods. On Sunday, parts of the Meramec and Big rivers were rising feet above flood levels, causing residents already hit by the storms to seek higher ground.</p>
<p>Forecasters expected the Meramec to crest Monday 4 to 8 feet above flood state in St. Louis County. The big river was expected to crest a half-foot higher on Monday than it did Sunday.</p>

			<content:encoded><![CDATA[<p>Fog and light winds were helping contain a wildfire that had ravaged parts of Southern California and scorched nearly 9,000 acres, authorities said late Saturday.</p>
<p>Mandatory evacuation orders had been downgraded to warnings in some areas in Santa Barbara County and the blaze was 40 percent contained, officials said in a news release.</p>
<p><span id="more-1257"></span></p>
<p>The fire, which started Tuesday, had destroyed or damaged about 80 homes and buildings. Nearly 50,000 people had been evacuated, and 18 firefighters had been injured, officials said.</p>
<p>Cool ocean breezes, increased humidity and lack of heavy winds helped tame the fire.</p>
<p>&#8220;All of those together really gave us the opportunity to get in there and make a difference,&#8221; according to Fire Chief Tom Davis of Santa Barbara County, who said he thought more progress would be made by Sunday morning.</p>
<p>The cause of the fire was unknown.</p>
<p>The blaze comes about six months after another wildfire &#8212; the Tea Fire &#8212; destroyed about 200 homes in the area.</p>

<p>A fire swept through Bangladesh&#8217;s largest shopping mall Friday in the capital, Dhaka, killing at least one person and injuring several others.</p>
<p>Authorities were still battling the blaze several hours after it began on top floors of the office tower at the Bashundhara City complex. Helicopters were used to douse the flames from the top floor of the 21-story building.</p>
<p>Hundreds of people were evacuated from the mall. Authorities are trying to determine if people are still trapped inside.</p>
<p>The cause of the fire is not known.</p>

<p>The multi-purpose complex includes more than 2,500 shops, restaurants, cinemas and offices. It is located near Kawran Bazaar, a major commercial hub in the capital.</p>
